I thought this Slate blog post summed it up nicely. It's a production expense, and it just shows that she's not the elitist type to own those kinds of cloths herself.
Actually, what it shows is that the RNC doesn't give a crap about her Joe Sixpack/Jane Winebox status. Not only do they think their pig needs lipstick, but the dress & pearls too to be a viable candidate. Regular people like old Barry O who shop at Men's Wearhouse are clearly chumps.
